DUBAI – Dubai is advancing its ambition to become a fully integrated digital government with the launch of a new artificial intelligence framework designed to standardise and accelerate adoption across public entities.

Developed by Digital Dubai, the AI Integration Matrix Framework introduces a structured model aimed at transforming fragmented AI initiatives into a coordinated, scalable ecosystem.

The initiative reflects the emirate’s broader strategy of embedding advanced technologies into governance, ensuring that artificial intelligence is not deployed in isolation but as part of a unified, data-driven system. The framework is outlined in a newly released whitepaper that sets out clear methodologies, priorities and operational models for government entities.

Unified vision

At the centre of the framework is the shift from standalone AI projects to a cohesive ecosystem. Officials emphasise that while many entities have already begun adopting artificial intelligence, these efforts often remain disconnected, limiting their overall impact.

The second quadrant covers internal Retrieval-Augmented Generation systems, which enable access to institutional knowledge. These tools support decision-making by providing accurate, data-driven insights drawn from internal databases.

The third quadrant introduces external agents designed to deliver intelligent, interactive services to customers. These systems improve user experience by offering faster and more personalised services.

The fourth quadrant includes external RAG systems that provide information and knowledge services to the public, ensuring transparency and accessibility.

This structured classification allows entities to map their AI initiatives comprehensively, avoid duplication and prioritise investments effectively. It also ensures that all applications contribute to a broader, interconnected ecosystem.
